Usually, by the time you're so overpressure that you've blown it up, a simple high charge of powder isn't the culprit any more, it's a bore obstruction or the wrong powder. I could be wrong, I haven't used CFE223 and don't know how dense it is, but 29 grains sounds like there wouldn't be enough room left in the case to get enough in to blow the gun up.
