Best Fill Ratio for .204?

Best Fill Ratio for .204?
Has anyone noticed the best fill ratio, if any, for their reloads. I'm particularly interested in RL 10x and Benchmark. Since I began checking what worked best for me, it seems to be around 88% using 10x. In order to get the same velocity with Benchmark, I'm in the 96% range. I'm trying to determine if it's the powder or the fill ratio that's making the difference. I'll be doing some further testing with Benchmark when the wind dies down a bit.

Quoddy..........I'm using H-4895/ 27.0 in my 3 rifles chambered in 204 ruger. 2 custom Rem 700 and a factory ruger varmint #1. Winchester brass gives about 103% with 39 Sierra seated to an OAL of 2.325

using 39 SBK's and 26.5 gr of rl10x fills it just about right .2.300 oal 1.938 ogive
