STARTING LOAD
I just purchaced a savage model 11. My redding dies have arived along with my vmax 32 grain & 40 grain pills. Brass is all done. (primed with ccibr4) Now all I need to do is add powder. I have several lbs. of IMR 4064 to try. But looking at many posts on this site seems most are using powders with faster burn rates ( benchmark / imr 4895 ) is 4064 too slow???

In my opinion, yes. Using Quickload, even with a 100% fill ratio, you'd still only achieve about 47,000 psi of pressure. You would also only burn ~93% of your powder before the bullet left the muzzle.
