I got my Cooper M21 back from Pac-Nor a couple of days ago, and put the barreled action in the stock.....and now I can't get the bolt to go all the way forward into battery.
It seems to me that the bolt needs to be cocked, so that it clears the safety...but I confess that I don't know how to do it.
Any help or comments will be appreciated! Thanks.

Yup, you are correct, it needs to be cocked to reinstall. Tough part is doing it without damaging the bolt. Try wrapping a leather belt around it at the lugs then gently hold it with pliers (pliers over belt). Gary
