I have been reloading for 22 years. I have loaded thousands of round in many calibers without issues. I have so far loaded about 100 rounds of 204. I have not loaded any for the past year. I began to prep some hornady brass. I ran the brass through the sizer die and get a ring around the throat between the mouth and the shoulder.
I have tried adjusting the die down and also the decapping pin. I removed the decapping pin and everything looks fine. The ring is not from too much oil. Any suggestions??

That looks like way too much neck resizing. Are you sure you have the right case and/or die?
On a second look, I'd mic the sizer ball. Looks like it might be the wrong diameter.
