Varget and 39g SBK's

Has anyone tried Varget and the 39g SBK's? One of my "good" loads for my 204 is 26.2g of H4895 and a 40g V-max. I tried the same amount of H4895 with the 39g SBK and got less velocity (judging from wind drift at 100 yards).
Can I get more velocity with H4895 or Varget with the 39g Sierras? Sierra's data states that Varget produces a higher velocity.
My COL is 2.355" so I am not sure I would have a compressed load with Varget.

Tried using a straw to get a the kernels packed in the case a little more?

I tried 28.1 of each powder listed below with a 39 SBK, RP-case and R 71/2 primers with a CZ-527 American. Case OAL was 2.260, the barrel length is 22", the temp was 45 degrees and the elevation was at sea level.
Reloader 15; 3480
H4895: 3500
Varget: 3350
I'm going to retest at a different location because the chronograph was close to a barrier wall and the readings (which I believe is way to low) may be suspect but, it does point out a revelance between these powders.

I'd like to know how your test come out.
I'm shooting this exact same load, with the H-4895 powder, in my Cooper.
I don't have a chronograph, and was guessing this load to be about 3600 FPS.

So does everyone here load over the suggested max for H4895 and the 39g SBK's? It sure seems that way.

For each, there were no pressure signs, hard bolt manipulation, flat, cratered or bolt face marks on the primers. I may try higher charges but not before I retest these when the temp is higher.
