RCBS die question

Ive been loading ammo for 22 years and produced thousands of rounds in various calibers during this time. I have only loaded about 100 rounds of 204. The RCBS dies have worked flawless since I bought them. I have not loaded any 204 in the past year.
Today I began to work on some brass. All cases are hornady. Using the resizing die I get a ring on throat of the casing half way between the mouth and the shoulder. I tried to adjust the die up and down as well as depriming rod down. The ring appears on each case. I dont understand why I cant adjust this ring out. I even wiped off the oil on the casing but this still does not help. Like I said, I have used this die previous to this without issue. Any suggestions??

Does the ring move when you move the die? Have you cleaned the inside of the die? Take it apart and clean it with a degreaser. I use Hornady gun cleaner and dry lube. Alcohol will work too.
