if you can get that howa, i would not hesitate. when i bought my howa in 204, i put a timney trigger in it before i even shot the thing, because of my experience with my weatherby vangard. the vangard is produced by howa. the trigger is the only thing i did to mine and with load development, it shoots 32gr. vmax, well under 1/2 in at 100 yards, and shoots the 39 gr blitz kings even better. i even got the 40 gr vmax to shoot just under 1/2 in at a hundred. took some time with load development, but i got there. imho, the howa is a bargain at the price they can be bought for. with the work you are looking at, this should be a real shooter.
