I have 100rds of loaded 35gr bergers in 204, they are set to factory oal and havfe 28gr of varget. 50.00

You need a license to sell reloaded ammo. If the OP has them it is legal. This is from the ATF website.

Q: Is a person who reloads ammunition required to be licensed as a manufacturer?
Yes, if the person engages in the business of selling or distributing reloads for the purpose of livelihood and profit. No, if the person reloads only for personal use.

After shipping, the OP is breaking even getting rid of some ammo. No profit involved.

Then it is time to sell the plastic case it is in and give the ammo away there is ways around everything
