Is it time for me to Neck Turn?

Hi everyone,
i've recently started reloading for my .308win and .223rem and getting some great early results but am wondering whether I need to start Neck Turning or not.
I neck size my brass, using Redding Type-S with Bushings for both calibers, but on reloading I notice that i'm 'part-sizing' the neck - as in the bushing doesn't go all the way down the neck to the start of the shoulder. This is creating a bit of a 'Doughnut', nothing really bulgy or anything, and so far isn't presenting me with any problems. I have the bushing and die correctly installed so no issues there but it seems strange that the bushings don't go all the way down the neck to the shoulder. Maybe they shouldn't....not sure!?!?
Do I....should I, purchase a Neck Turner and remove the 'Doughnut'?
Could someone give me a bit of advice please.
