differences in bullet diameters

i came into possession of a number of .223 bullets. when i checked the diameter of these bullets, the diameter is exactly .223. normally when i buy bullets for my .223, they are advertised at .224 diameter. i checked some of my hornady vmax bullets and some nosler ballistic tip bullets, and they measured .223 1/2. also have some older winchester 46 gr bullets, and they measure .224.
can anyone shed some light on this?
i understand why a bullet is a tad over the caliber of the bore, but why would it be the same as the bore diameter, and will it make a difference?
