primer pocket reamer
i use using this on some remington once fired brass and alot of them was real tight,these were the first i ran into that was so hard to ream.is this normal? caliber .223

Yes, it does happen.
Put a very light lubricant or a dry lube on the reamer....helps quite a bit.
