There have been many reports here of folks with 12” twist barrels that will not shoot the 40grain but do just fine with the 39 gr. The T/C Encore and Contender actions give considerably more when fired than bolt action guns allowing the case to stretch more. Check out bellmtcs.com for some good reading on how to make life with the T/C break open guns more enjoyable. Neck sizing only for these things is pretty much a no-no.

I clamped a cutting board to overhang the end of my work bench and with the rifle on the rest aligned with the bench and my chest lightly against the cutting board with rear bag on top I ‘adjusted’ until everything was comfortable.
