I would size,fired cases first,anneal,then load.I would brush the neck just befor seating the bullet,while waiting for the electronic powder dispensor to finish.

Not sure what the best one is,but after trimming 900 cases with my upgraded Wilson trimmer,using a cordless screw driver,I sure was wishing for a Giraud.And I still have twice that many to trim.Plenty of time though.

And ,the very best trainning to stay proficient is to shoot IDPA on a regular basis.Find a club near you on the IDPA web site.

Just for directional purposes for anyone who might be interested in locating a place to shoot, are you referring to the Crow Creek Lakota/Dakota/Santee Sioux Reservation in South Dakota?
