Sounds like you could possilby be out of travel. Crank the scope back the other direction both windage and elevation. This may not be the problem, but if it is then you probably have a mounting problem. Lateral shifting may also be the result of rifle tilting, or inconsistent hold pressure. Try doin...

Scope ring selection is a bigger problem than it might appear at first blush. Most (all?) scope problems can be traced to scope rings and or base selection/installation. I have virtually the same set up on my 629 as far as mounts as you have on your 648. I think the 2x version of the scope you have would be better on a magnum. In my opinion, line of least resistance is the 230 grain FMJ Round nose. Recoil operated pistols tend to be a little sensitive.
