As mentioned, strange that it would need the shoulder bumped so soon. You may want to measure the rifle's headspace via the fired brass and consider investing in a body die just for shoulder bumping when/if needed to save the necks from oversizing/overworking the brass.

For an economical stock, take a look at the B&C Duramaxx. I've used the Duramaxx for a number of builds and really like it for field/tactical use. I routinely epoxy bed mine.

The CCI 450s work fine in all the 204 loads I've tested. I switched over to them because, for some reason BR-4s are hard to get in my area. My PACT started acting up six months after I bought it, fluctuating all over the place with nothing on the platen. Would not rezero so beware of their poor quality. Older ones seem to be better quality than what they have now.

Try a Lee collet die. The collet die gives me excellent low neck runout when I use it. I believe your accuracy would also improve if you got away from that gawd awful Hornady brass.
