My Savage Precision Target Actions are about as straight as can be, never had any problems mounting a scope with Weaver bases and Burris Signature Z-Rings. Try Pac-Nor Barreling - they have the reamer and will do either a pre-fit barrel you can install yourself (if you have the tools) or do the entire job. http://www.pac-nor.com

I shoot a 1:8.5" twist Pac-Nor in .204 Ruger and it shoots everything from the 26 grain Barnes V.G. to the 50 grain Berger HPBT way down in the .2's and .3's. So don't worry about going too fast with the twist. My buddy tells me about the fellow that works for a major precision shooting supply ...

I bought a Hornady Sonic Cleaner, it's sitting out side on a shelf in the patio, not likely to be used again. They are slow, messy, and leave you with wet brass that needs to be rinsed and dried. They don't clean the brass any better than a vibratory tumbler. You even gotta mix the cleaning solution...
